Living and learning.. Apparently pkg_add tries to use extended passive mode and our firewall here doesn't like it.  I 
can get around the problem by exporting FTPMODE=passive.

If there is a better way to do this (or change the default), let me know.

On the other hand, I have bootstrapped the package and am now trying to install various packages.
