"Find and Install..." fails under Neutrino IDE 4.0.1

My experience is the same as mentioned for a qconn update recently; after selecting Help->Software Updates->Find and 
Install..., the system thinks for a bit and then nothing--no dialog at all. Is this a known problem?

This is due to missing SSL implementation in the Java VM. Yes it's a known issue in IDE 4.0.1.

We are working on adding SSL support to the VM in the IDE Tau release.

Is there perchance a work-around for downloading plugins outside eclipse and installing them?

Yes you can download most of eclipse plugins in zipped form and extract 
in IDE installation directory
