Resource manager union'd with interception

I would like to create wrapper resource manager for flash driver to intercept write requests.
I have to use QNX 6.5.0SP1 therefore inotify is not available.
Resmgr solution is advertised here - http://www.qnx.com/support/knowledgebase.html?id=50130000000Smi6
Question - how to implement wrapper resource manager? Is there example available?
