What's going on with kernel patches?

Well, as far as I can see in September 2007 release procnto is still dated by March 16th, 2006. And this is the only 
thing I need to know. Does it mean that the kernel did not change since that time?

By the way, what about patch #0265 made by Xiaodan Tang for me on May 9th, 2006, soon after 6.3.0SP2 and 6.3.2 was 
released? If the kernel is dated by March 16th, does it mean that my patch is not in baseline release till this time? 

Also, why did not you release new build of kernel when SP3 and 6.3.2A was published? Even if my patch would have been 
the only patch for the kernel since SP2/6.3.2 it would be worth publishing it anyway.
