I reproduced the crash in PhAB for Windows, so I will create a PR and
take a look at it.

I just put together a sample application (just a panel group with three
tabs) and it is well-behaved. It's the real application where things get

information panel. I just tried this exercise with PhAB (drag a tab out
of the panel, then try to drag it back into the panel) and it died, so
I'm guessing there is something going wrong at a deeper level.

I created PR66331 to track this issue. 

I can see that Photon is dying, which sounds similar to PR64527 which I
already fixed. I tried the latest Photon.exe executable and things work
better, but there is still a Photon.exe crash when I drag a second time.
Let me know if you need an experimental fix.
