I had a question about an issue a beta tester reported. All the tester's apps crash upon opening due to low memory. The 
user reports that upon checking free memory, he discovered that there is 250 MBs of free memory but the browser app 
would not launch and continues to crash. He believes that his device is not freeing up memory after shutting 
applications. I can see the following instances of low memory from the slog:

The user also reports that he has not rebooted his device in over 10 days. My question is, is this expected behavior 
that low memory events are occurring since the device has not been rebooted in a long time?
