You can try using Grub BootLoader in order to accomplish this:

There is also wiki page available.

Grub boots up (from CD for example) listens for commands through the serial
cable. Then you can start the dhcp client to get an ip followed by a
tftpboot which downloads the image from a server and loads the Neutrino
image in to RAM.

Similar concept should be easy to use in order to start Grub from target's
HDD and download the Neutrino image on the HDD.

Is there a process for installing a custom image on an x86 bios machine
wihtout installing the default Neutrino installation?  After I build the
image how do I get it onto the target machine's HD without having Neutrino
