How does one get the values of variables to default to hex format in the debugger rather than decimal?

Is there a way to have it display both?

I can do this in the variables window, but once a new session starts, it is back to decimal.  How do you change the 
default?

Also, when you hover over a variable, it is displayed as decimal, how can you change this as well?
