Tool to create qnx4 partitions in win32

Are there any existing win32 tools that I can use to create/format/initialize qnx4 partitions? Essentially a tool that 
does what fdisk+dinit do?

I am looking specifically for command line utilities to be used in a script much like can be done with dinit+fdisk.
