Looks like this request dropped by the wayside.  SNMP v3 support is offered through one of our partners rather than 
being included as part of the networking product today.  We are looking at eventually porting one of the open source 
SNMP offerings, but this will be in a future release.  Let me know if you need more information on the partner.
