Yes, this is by design to minimize interrupts. Every new transmit will
reap transmitted buffers and return them to io-net.

I was going through the devn-mpc85xx source code, and I found that it
does not utilize the transmit interrupts. It does not set the interrupt
field of the Tx buffer descriptors, and hence no irq is raised when the
transmission completes. Is this by design?
