The O.S. environment settings is global because it affects how IDE finds the correct tool chain (make, gcc, gdb, etc.)
and how IDE launches your program. Although it's not impossible to implement project level environment settings it would
require re-architect the IDE.
Yes having two instances of IDE running and they using different O.S. environment settings will serve your purpose.

Andy, I will test your hint to use the configuration
tool to select the OS and just symulating to change the workspace:
for now I just only to speed up compile time.
Regarding your note about ws, I always works using many separated workspaces
to groups related projects, and in the most cases, the projects are only
referenced in the ws, not contained in it (So they can be opened in more
than one ws).
Just a note: If the OS environment cannot be a project property,
but it can be a workspace property, then when IDE open it the rigth
enviromnent and all related stuffs will be loaded at start up, rigth?
So it may be possible to run two different instances of IDE using two
differents ws, every one with its OS version selection.
That's should be enougth for most cases.
