There is no IDE for shelf-hosted after 6.3.2 release. You can use IDE 4.6 on Windows or Linux.

You cannot not use it on Neutrino. Self hosted IDE has been discontinued due to luck of corporate interest and technical
 difficulties of supporting it (absense of good 1.5 JVM with JIT for Neutrino)
