Yes, Eclipse uses that site name.
It is a bit confusing when the Web browser lets you click the URL.

That seems to be a strange behaviour on FireFox's part, but in any case,
this isn't a URL that you generally would want to open in a browser. It
is an Update Site URL, which the Eclipse Update Manager uses to find
updates to its installed components. The way to use it is to add the
URL as a new site in the "Help -> Software Updates -> Find and
Install..." dialog. However, it is more likely that the IDE has already
configured this update site for you.
