Can't always edit an import image in Phab 'pixmap' editor   
After I import a label's image into the pixmap editor (running Phab under Windows), sometimes I can continue editing the
 image, and sometimes I can't - i.e. all the editing buttons are disabled.

How do I know if I can edit an image after importing a file?

PhAB can only edit palettized images. So if you import a GIF you will be
able to edit it. JPG's and PNG's not so much...
