What is libqnx43?  Is this a qnx4 compatibility library?

I don't have it built in my workspace; utils/t/time and utils/d/date
both require it in common.mk but don't seem to have any problem linking
without it.  Is this a dusty relic?

A couple of the other utils have "LIBS_qnx4 = qnx43"; should date and
time do the same?
