When I use shutdown without reboot from Photon or shutdown -b from the prompt, there is no issue, but when I use 
shutdown or shutdown with reboot from Photon, the system hangs on shutting down filesystems.  In Photon, I can see that 
it is hanging on devb-eide.

Any suggestions as to what is causing the hang and how to fix it?
