Cross compiling Apache with pkgsrc?

Although we've been able to use pkgsrc to build and install Apache on a QNX hosted x86 box, what is the best way to use 
the same platform to cross compile a version of Apache for ARM?

I'm not at all familiar with the inner workings of pkgsrc.

Cross compiling isn't something I've attempted yet but you
probably want to look at pkgsrc/doc/HOWTO-crosscompile.  The
NetBSD specific parts won't apply.

Maybe I'm dense but it seems that the only purpose of the HOWTO-crosscompile doc is to discuss distributed compilation. 
It doesn't discuss setting of target processor and libraries anywhere.
