Two ways...
One is to go to the appropriate forum through a web browser to bring up
the appropriate thread and then use the web interface to reply.

The second works if you've registered to "monitor" a particular forum,
in which case all postings for the forum are e-mailed to you directly.
You can then just reply to the e-mail that you received.
