We have seen such problem when BIOS was doing lots of stuff in the background via SMI. Make sure USB emulation is turned
 off and any other monitoring feature, that may help.

I think most modern Intel processors have variable core clock frequencies
(for power/temperature management).  This could potentially play havoc with
an OS that doesn't expect this.  Is there a BIOS setting to disable a
feature such as "SpeedStep" or "frequency scaling" or something like that?

Technology, which (according to other Intel web page is indeed a feature of
the Core 2 Duo E8400 CPU):
