section appears twice in binary   
So I am building devn/mpc85xx and when the binary is built, it is named devn-mpc85xx-mpc85xx.so

It is located in the right place (devn/mpc85xx/dll.be), but it appears to be getting the section name twice, any ideas?

Well, once again, something plagues me for a long time, I finally post a question and then I have an epiphany.

There is a line in common.mk that specifies the name of the project
#===== NAME - name of the project (default - name of project directory).
NAME=$(PROJECT)

it was (the incorrect version)

#===== NAME - name of the project (default - name of project directory).
NAME=$(PROJECT)-$(SECTION)

I think the IDE may have done this.  I don't belive I did.  Anyway, something you may want to put on your list of IDE 
behaviors to examine....
