Is it because of legal issue that the self-hosted version of svn doesn't support https?

It was more the fact that SSL wasn't supported by the JVM we were using.

Just so people on the forum are aware we are planning on removing the self-hosted IDE from the 6.4.0 release. We've had 
a lot of issues with quality and performance. We will look at options after 6.4.0 is released. On potential option is to
 host a project on Foundry27 to release it.

I'm not talking about SVN support in the IDE, but about to command line version.

It is not being configured to use ssl. I don't know the reason.
