Detecting ARMLE & ARMLE-V7 variant

I have 2 libraries A & B, one is built for ARMLE variant & other for ARMLE-V7 variant. I have following queries,

1. Can I link these two to create an executable ?
2. How can I detect whether a library is built for ARMLE or ARMLE-V7 ?
