Is there are any runtime dependency of io-pkt on nto 6.4 o/s?  (i.e. its acceptable to run io-pkt and components on 6.3.
2...)

The way the new stack is presented, it seems there is NO dependency on 6.4 - but I failed to find it explicitly stated 
in the wiki or the forums.
