I have come across a DHCP server faulty, and do not response for the DHCP discover. when I run DHCP server in debug mode
,i got the follwing debug information:

DHCPDISCOVER from 00:80:66:04:a0:8f via vlan42
icmp_echorequest 192.168.11.138: Host is down
DHCPOFFER on 192.168.11.138 to 00:80:66:04:a0:8f (EIM) via vlan42
Updating ARP cache entry for 192.168.11.138
Current ARP cache entry being used
send_packet: Host is down

Can anyone help to explain the reason or what the following error message refering to:
1. icmp_echorequest 192.168.11.138: Host is down
2.send_packet: Host is down

I am using QNX640 on MPC8313
