I was trying to install the CUTE plug-ins for unit testing, but noticed that the install new software item in the help 
menu is missing in my IDE. When I looked at a co-workers IDE with the same version and build number, he did have one.

Trying to reinsall the IDE several times made no difference, even after using the clean utility. I noticed however that 
under Help->Software Updates->Manage Configurations the following error: No plug-in: "org.eclipse.equinox.
simpleconfigurator" included at runtime.

When I try downloading plugins using the IDE it give me a network connection error no matter what update site I use:

  Unable to access "http://ifs.hsr.ch/cute/updatesite".
    Error parsing site stream. [White spaces are required between publicId and systemId.]

The same update site does work for my co-worker.
