It appears that the list of projects you get depends on your login ID.
I can confirm that using another ID I can see a list of 24 projects and
"HMI Framework" is not among them.
Also, using my "another ID" I cannot access the link I cited:
http://community.qnx.com/sf/projects/hmi_framework
This may be the result of a recent change in QNX policies?
Perhaps this is just a temporary issue or someone else can give you
further advice.

The HMI Framework project is a semi-private project, so it's not visible
by default for non members.
