Is there a downloadable, bootable ISO? Or do I have to download the source and build the OS?

use this link <http://www.qnx.com/download/feature.html?programid=16788>; 
to download the Neutrino install image and burn it to disc.
Boot from the CD and select F2 (run from CD)

Depends on what you want to do with it.  If you are just trialing it, 
or using it for non-commercial use, then you don't need a commercial
license.

And if you're referring to the Classification: Commercial, that indicates
the level of release.

Object IDs begin with an object prefix and end with a number. For example, if you enter
artf2345
the application will jump directly to an artifact with the ID artf2345. Some valid object prefixes are:
artf	for an artifact
doc	for a document
page	for a project page
topc	for a discussion topic
wiki	for a wiki page
