I can't say for sure about the licensing, but I would guess that it'll be the same as the rest of the OS.
As far as porting ease goes, the 'use'/'usemsg' source isn't terribly OS specific, but it does kind of assume that the
executable it's working on is ELF. That means getting it to work on a system that uses ELF as it's executable format
will be fairly straight forward. Doing it on one that does (e.g. Windows) will require much more effort.

As far as the licensing goes, they will continue to be licensed under
the terms of the standard QNX set of licenses that are generally use based:
