I have a question about timer harmonization. 

"Timer harmonization is the adjustment of a timer's expiry so as to increase the probability that it will occur at the 
same time as other periodic timers of the same interval. Timers whose remaining time before expiry is greater than this 
boundary are considered for timer harmonization; "

Can you explain me how does it work?  What does harmonic timer boundary mean?
