Regarding the process and threds runtime states

I have some doubt like 

“143408,process1 , 2,ResMgr , 12r,RECEIVE ,1 , 3m41s,softrt_SYS”


Is Resmgr  idle for 3m41s or last run time of resmgr in CPU.

Please provide the information
